This 25-page report describes the design and construction of Master Oogway, an underwater remotely operated vehicle (ROV). This report was created by ROBO-TECH Rangers, a group that participated in the 2021 MATE ROV competitions Ranger class. MATE ROV is a global underwater robotics competition for STEM students. The competition includes Explorer, Ranger, Navigator, and Scout classes.

In the report, an abstract introduces the project. The design rationale is then presented, which includes information on the mechanical system, electrical system, and parts decisions. The report then provides information on the manipulators, micro non-ROV device, debris-collector, image processing, and the use of PID control. Safety considerations, project management, testing and troubleshooting, challenges, lessons learned, and areas for improvement are then explored. Accounting information, acknowledgements, references, and appendices are also provided.
