This 23-page report, published by Brooks DeBartolo Collegiate High School, describes the design and construction of the U.S.S. Phoenix, an underwater remotely operated vehicle (ROV). This report was created by the Phoenix Robotics, a student group that participated in the 2021 MATE ROV competitions Ranger class. MATE ROV is a global underwater robotics competition for STEM students. The competition includes Explorer, Ranger, Navigator, and Scout classes.

In the report, an abstract introduces the project and group. Next, a section on teamwork considers personnel, scheduling, planning, and organization. The design rationale is then presented, which includes information on the vehicle structure; systems; tether; payload; propulsion; buoyancy and ballast; and when to build, buy, or reuse parts. The report then discusses safety, testing, troubleshooting, and accounting information. Finally, acknowledgements, references, and appendices are provided.
