This 12-page report, published by Sevastopol State University, describes the design and construction of an underwater remotely operated vehicle. This report was created by a group that participated in the 2021 MATE Russia-Far East Regional ROV competitions Explorer class. MATE ROV is a global underwater robotics competition for STEM students. The competition includes Explorer, Ranger, Navigator, and Scout classes.

In the report, an introduction contextualizes the team's project. Following this, the report describes the ROV's mechanical, electrical, and program design. Images and diagrams are provided. Finally, the project management section describes how the team divided work. A table of parts with associated costs is also provided.
