This 25-page report, published by Maritime State University, describes the design and construction of an underwater remotely operated vehicle (ROV). This report was created by the Maritime State University Robotics Team, a student group that participated in the 2021 MATE ROV competitions Explorer class. MATE ROV is a global underwater robotics competition for STEM students. The competition includes Explorer, Ranger, Navigator, and Scout classes.

In the report, an abstract and introduction provide information on the project and team. The project then highlights team roles. Next, design decisions are provided, which include information on the ROV's frame, buoyancy, thrusters, manipulator, electronics module, mini-ROV, and software. Planning and safety decisions are then highlighted. The report also provides references, acknowledgements, and diagrams.
