This 17-page technical documentation, published by Milligan College, describes the remotely operated vehicle (ROV) the Milligan Robotics team created for the MATE ROV 2021 Competition. This competition is a global underwater robotics competition for STEM students. The competition includes Explorer, Ranger, Navigator, and Scout classes. The teams participating in the competition were tasked with "design[ing] and build[ing] a remotely operated vehicle and the necessary sensors and tooling to tackle the real- world problems of plastics in our ocean, climate changes impact on coral reefs, and the consequences of poor environmental practices on our inland waterways." This technical documentation was a requirement of the competition and it's purpose was to challenge teams "... to effectively and efficiently communicate information using clear and concise text along with graphics, illustrations, and data that add to and complement ... the information."

This documentation includes an abstract and the following main sections: Mechanical Design, Electrical Design, Software Design, Mission Tools, Project management, and safety.
