Easing State Barriers to Labor Market Entry

In this presentation, Martin Simon, the Associate Director of the Economic Opportunity Division at the National Governors Association addresses the importance of "Easing State Barriers to Labor Market Entry." More specifically, Simon discusses state policy and practice regarding occupational licenses and the formation of Occupational Licensing Policy Learning Consortium, a team of eleven states that "will improve the understanding of occupational licensure" in this particular states. This presentation was delivered on December 12, 2017 at a National Academy of Sciences's conference on Fostering Worker Mobility and Apprenticeships for a Skilled Technical Workforce as part of a panel on Advancing the Mobility of the Skilled Technical Workforce.
