This paper from Wayne W. Welch of the University of Minnesota contains a checklist that can be used to assess the sustainability of an Advanced Technological Education program. As stated in the introduction, this checklist "is designed to help identify areas where sustainability has occurred, improve sustainability success, provide accountability evidence, and determine how a specific grant compares with the sustainability of other ATE projects and centers." The checklist contains 23 questions to which a reader can choose agree, uncertain, disagree, or not applicable. Following this are the results from 216 ATE grantees who also completed this checklist.
